The Director of Immigration has the power to deny entry to persons who are not Hong Kong permanent residents, and may also be given powers to detain and deport such persons.
PROTECTION OF KEY POINTS

Certain civil and Military installations are essential or important to the security of Hong Kong and are classified as 'key points'. The list of key points is regularly reviewed and is divided into categories according to
the function of each
installation.

During civil disturbances, these key points may be vulnerable to sporadic or planned attacks by mobs or individuals.
