The GSECC would be responsible for arranging, on the recommendation of GSC or SCC, for an order defining specific Closed Areas to be drafted for the Governor's signature.

The Police would then be empowered to remove all unauthorised persons from the Closed Area, including employees of the installations concerned, using whatever force is necessary if this is in the public interest.

Potential Closed Areas would include telephone exchanges, MTR stations, bus depots, government premises etc. The power to designate any place a Closed Area could be used against sit-in strikers in an installation whose continued operation is necessary to the well-being of the territory.
