Certain categories of people would not need comply with the provisions of a curfew order when duty or proceeding to or from duty. These include members of the Security Forces and the Government disciplined services, and those in possession of a Ministry of

pass.

Those in possession of warrants or permits issued by the Secretary for Security or the Commissioner of Police would also be exempted.

Defence

Certain departments and essential public utilities would be supplied with stocks of warrants signed by the Secretary for Security for issue to essential workers. Other persons requiring a curfew pass would be asked to report to the nearest police station or listen to the radio, for details of temporary pass-issuing centres.

The City and New Territories Administration would be responsible for co-ordinating the opening of reception centres to accommodate people stranded during a curfew.

CONTROL OF MEETINGS

The Commissioner of Police must be notified of all public meetings and processions under section 7 of the Public Order Ordinance (Cap 245), and he is empowered to prohibit meetings if he considers that they would be prejudicial to public order.

During an emergency, the Governor in Council any duly authorised authority may ban the publishing or printing of any publications deemed to be prejudicial to the public interest.
