The Secretary-General of the United Nations, acting in his
capacity as depositary, communicates the following:
On 24 September 1982, the instruments of accession by the
Government of China to the above-mentioned Convention and Protocol
were deposited with the Secretary-General.
In its instruments of accession, the Government of China made
the following reservations:
Convention:
(1) Reservation concerning the latter half of article 14 ("In the territory of any other Contracting State, he shall be accorded the same protection as is accorded in that territory to nationals of the country in which he has his habitual residence.")
(2) Reservation concerning article 16 (3).
Protocol:
Reservation concerning article 4.
In the absence of a specific declaration under article 1 B (1)
of the Convention, it is the Secretary-General's understanding,
based upon the fact that the Government of China has simultaneously
acceded to the Convention and the Protocol, that for the purpose of its obligations under the Convention the Government of China will interpret the words "events occurring before 1 January 1951" in article 1 (A) of the Convention as meaning "events occurring in
Europe or elsewhere before 1 January 1951". Confirmation of that
understanding has been requested from the Government of China.
