THE PRIME MINISTER

MON

DROIT

10 DOWNING STREET

LONDON SWIA 2AA

6 September 1991

Dear Mr. Mothers,

Douglas Hurd and I very much welcomed the opportunity to visit the Hong Kong Mass Transport Railway. I was aware of its

reputation for efficiency, cleanliness and financial performance,

but what I saw exceeded my expectations. It is a quite

exceptional system, with many innovative systems from which

others, not least London Underground, can learn.

I was grateful to you for the trouble you took in explaining

your achievements and plans over our all too short journey. I am

delighted to have been able to sign the Memorandum of

Understanding on the new airport which will open new

opportunities for MTRC.

May I thank you for the delightful stored value cards. I

regret that the card for the year of the goat is likely to have

expired before I return.

Hamish Mathers, Esq.
