(iii) Annex A: I have spoken to Mr Wye, RAD about this. 'Bureaux' is indeed the correct translation of the Chinese

term used in Article 48 (5) of the Basic Law. In the present Chinese Government the bureaux are the next step down from

the top level, Ministries. By analogy with the structure of the present HKG therefore, Secretaries of Policy/Resources Branches would seem to equate with SARG Directors of

Bureaux. This was the opinion of the HKG with which ans de paladuses

Mr Fifoot, recognising the difficulties posed by the

unfamiliar nomenclature, concurred. Mr Wye also agrees with

this analogy.
