APPROVAL OF APPOINTMENTS AND PROMOTIONS IN THE HONG KONG

CIVIL SERVICE

1. Please refer to Mr Paul's minute of 7 May. -attached.

2. The answers to Mr Burns' questions on the submission are

as follows:

(i) Para 15: The proposed changes will not alter the number of people who as members of HMOCS will qualify for compensation. Approval of membership of HMOCS is separate from the Secretary of State's role in approving Hong Kong Civil Service appointments etc. D

(ii) Annex C(B): The arrangements for transfer to the permanent establishment will not mean that HMG has less

control over who becomes a member of HMOCS. There are 345 contract officers who have the option to transfer to the permanent establishment and to apply to become members of HMOCS. (To qualify for HMOCS, officers must have been recruited by a recognised overseas office before 31 March 1985 and be members of the permanent civil service.) 345 is therefore the limit to which the Hong Kong HMOCS can expand. W have verified this with the HKG.
