APPROVAL OF APPOINTMENTS AND PROMOTIONS

1. Mr Burns discussed this submission with me over the weekend.

He had three questions:

(i) Para 15: does this (or any other part of these changes) alter the number of people who, as HMOCS officers, will qualify for compensation in 1997?

(ii) Does Annex C(B) mean that there will be less control by HMG over who becomes a member of HMOCS (and therefore pensionable)? Should we be concerned lest our hand be forced by HKG decisions on their establishment?

(iii) 'Annex A: is it really the case that Policy Secretaries in the HKG equate to Directors of Bureaux in the Basic Law? Is Bureau the right transaction of the Chinese term used in the Basic Law?

I told Mr Burns that I thought the answer to points (i) and (ii) was 'in practice, no', but undertook to check. As for (iii), I assume that 'Bureaux' is used in the English version of the Basic Law?es
