the UK delegation) and selected UK non-government

organisations and professional bodies. The UN

Secretary General would invite UN member states (or

states with observer status at the General Assembly)

which it with which the UK has no official relations

or doe

not recognise and certain other inter-Governmental

organisations and international non-governmental

of both categories are) organisations. A Complete lists is annexed.

Argentina would be invited via the Swiss Government.

Ukraine and Byelorusia, although UN members, would

not be invited since the UK does not recognise them

as independent states. This is normal practices.

However, it is open to the Soviet Government to

include them in their own delegation.

7.

We are proposing that South Africa should be

invited by the British Government.

Since South

Africa is still a member of the UN this would be

consistent with the principle of universality.

However, South Africa was not invited to either the

AIDS Conference in 1989 or this year's Ozone Layer

The AIDS Conference was organised by

HMG in association with WHO. Ministers agreed that

South Africa should not be invited on the grounds

that it was not WHO practice to invite South Africa

to any of its meetings other than the Annual World

Conference.
