Government's own priorities for the Conference.

The conference is likely to be attended by

Ministers with a variety of portfolios

including Interior, Justice, Health and Foreign

Affairs. As a first step, therefore, we propose to

instruct posts to send a diplomatic note to Foreign

Ministries, providing details of the Conference

and its objectives and asking for advice on

which Minister should be sent the formal invitation

from the Home Secretary.

The Home Office are aiming

to issue the formal invitations during November.

For the Conference to be held in association

with the United Nations, it is normally a

requirements that all UN member states should be

invited. It is therefore proposed that the British

Government should invite all UN member states

(and non-member states with General Assembly

observer status) with which it has diplomatic

relations, other organisations with standing invitations to participate in the sessions and work
