We are proposing that South Africa should be
invited by the British Government.
Since South
Africa is still a member of the UN this would be
consistent with the principle of universality.
However, South Africa was not invited to either the
AIDS Conference in 1989 or this year's Ozone Layer
The AIDS Conference was organised by
HMG in association with WHO. Ministers agreed that
South Africa should not be invited on the grounds
that it was not WHO practice to invite South Africa
to any of its meetings other than the Annual World
Conference.
