Health Assembly.
The World Ozone Layer Conference
was hosted by HMG in association with UNEP. In that
case, while on environmental grounds there was a
good case for including South Africa, Ministers
agreed that South African non-involvement in the
work of UNEP, coupled with the risks of a walkout
(or other disruption) by African states, meant that
South African participation would have jeopardised
the success of the Conference. In both cases, we
had to defend our actions to the South African
Government and undertake to let them have full sets
However the of Conference documents. Howhe situation is
different in respect of the drugs conference, since
South Africa regularly attends meetings of the UN
drugs agencies and participated in the 1987
International Conference on Drug Abuse and Illicit
Trafficking. This has never created any
difficulty.

It is proposed that Democratic Kampuchea should
be invited by the UN Secretary-General, since it is
a UN member state with which we do not have formal
Vietnam and Laos, who back the
dealings.
However
Phnom Penh regime, have objected in the past to
similar invitations being extended to Democratic
Kampuchea to attend international gatherings.
