1. We were rightly taken to task by the Inspectors in June for /revised failing to negotiate/Post Objectives with you since mid-1985.

2. In consultation with the Ambassador (political objectives only), and others concerned in the Embassy, I have drawn up new objectives which are set out in the Annex to this letter.
