1. We were rightly taken to task by the Inspectors in June for /revised failing to negotiate/Post Objectives with you since mid-1985.
2. In consultation with the Ambassador (political objectives only), and others concerned in the Embassy, I have drawn up new objectives which are set out in the Annex to this letter.
3. Please let us know the end result when you and copy addressees have duly processed the revision.
