POST OBJECTIVES

A. Political

Long Term

1.

PEKING

To work for the smooth implementation of the Joint Declaration on the question of Hong Kong, without prejudice to the interests of the United Kingdom or of Hong Kong.

2. To work for the preservation of China's current international posture of non-alliance with any power or group of powers.

3. To encourage the present leadership to maintain their policy of opening to the outside world and of political and economic reform; and to support Chinese aspirations to increase China's participation in international organisations.

4. To work for the strengthening of political links between the United Kingdom and China, through the establishment of more and more frequent dialogue on current international issues, plus a steady development of cultural, educational and defence exchanges.

Short Term

5. To achieve satisfactory results, from the work of the Sino- British Joint Liaison Group, its sub-groups, and the Land Commission; and to agree satisfactory arrangements with the Chinese for the establishment of the Joint Liaison Group's permanent base in Hong Kong in 1988.

6.

To influence to Hong Kong's advantage the evolution of Chinese thinking on the Basic Law, particularly in relation to the future structure of Government.

7. To achieve more equitable arrangements than those now prevailing for British carriers (including Cathay Pacific) in relation to their air services to and from China.

8.

To ensure that UK aid policy towards China is presented and implemented to maximum political and commercial effect.

9.

To increase the rate of acceptance of invitations to senior Chinese political figures and policy-makers to visit the United Kingdom under the COI sponsored visitors scheme.

B.

Commercial/Economic

Long Term

1. To encourage China to maintain and expand the 'open door' policy, with the objective of binding her further into the international economic and trading system.
