Convenor of the BLDC special group studying
the relationship between the SAR and the central government Dr Rayson Huang (told newsmen after the special group's meeting in Shenzhen today): Members had agreed on the following points: 1. The central government should send a liaison officer or representa- tive to HK to take
charge of the SAR's external affairs and defence matters; 2. Chinese troops to be stationed in HK should be subject to the laws of HK when they were outside the barracks. The defence cost will be met by China. If the SAR wants to mobilise the troops, the chief executive should bring up the matter with the liaison officer who will pass on the message to the Central Military Commission of the
