Chinese BLDC members Shao Tianren and Li Hou: The power to interpret the Basic Law should rest with the NPC. The final court of appeal of the future SAR, too, should interpret the Basic Law. The problem is how to achieve this.

of the Chinese forces in the SAR as to whether or not to mobilise the troops; 3. The SAR Government will be directly responsible to three bodies in China: the National People's Congress, the State Council and the Central Military Commission. The State Council will represent HK in foreign relations and will also regulate the movement of Chinese people in HK. Chinese people who want to come to HK must seek the approval of the State Council and get the nod of the SAR authorities.
