the relationship between the SAR and the central government Dr Rayson Huang (told newsmen after the special group's meeting in Shenzhen today): Members had agreed on the following points: 1. The central government should send a liaison officer or representa- tive to HK to take

charge of the SAR's external affairs and defence matters; 2. Chinese troops to be stationed in HK should be subject to the laws of HK when they were outside the barracks. The defence cost will be met by China.
