It is considered that:

ranks should in accordance with Government policy be functional, with functions clearly defined by ranking criteria;

grades should remain female in the absence of any need for change;

it is in principle undesirable to appoint over- qualified officers with too high academic attainments or unwanted skills, including skills which are not easily maintained in a normal working environ- ment; because it leads to frustration; and because in principle salaries should be based on job content rather than too much emphasis being placed on qualifications;

pay scales should remunerate the job as reflected

in comparisons with the private sector and internally within Government. Lack of career prospects and difficulty or ease of recruitment should be taken into account;
