Population Data Base - Terms of reference for a feasibility study

Objective

To examine the feasibility of developing a population data base with

information on individuals, using the identity card number, If found to

be feasible, to recommend the basic requirements, implications, costs and

benefits.

Terms of Reference

(1) to examine and record the needs of key departments and branches for

information on individuals and the extent to which information recorded

is duplicated or unnecessary;

to determine the current methods of requesting, collecting, recording,

maintaining, accessing and transmitting information on individuals;

to identify and report on the efficiency and effectiveness of the

existing systems;

(4) to examine and report on the feasibility of adopting each of the

following systems :

a number of separate manual and computerised systems with manual

communication channels;

- a number of separate manual and computerised systems with computerised

communication channels;

an integrated computorised system with computerised communication

channels;

(5) to recommend the manner and order of priority for taking on the

existing records to the proposed new system;

to recommend the required policy decisions, including those dealing

with the internal and external privacy ramifications, and the degree

of access that should be permitted to departments;
