under (4) above and to specify :

- the implications from the introduction of a date base;

the standards to be achieved;

the planned systems and filos;

the timescale for implementation;

all costs;

manpower and other resource requirements;

- all benefits;

-the system of administrative control;

(9) to produco a feasibility report which includes a report on each of the

above terms of reference.
