Public comment to date appears to indicate that the issue of privacy in Hong Kong is more a matter of concern to computer experts (especially those with knowledge of conditions overseas) than the man in the street.

Honourable Members will be asked to advise whether the identity card should be used in the manner described in paragraph 8 above and, if so, whether the study recommended in paragraph 15, with the terms of reference set out in the annex to this memorandum, should be carried out, subject to the provision of the necessary funds by the Finance Committee of the Legislative Council.
(The Secretary for Administration (Acting) (Mr H. G. ARDLEY), the Director of Immigration (Mr J. M. ROWLANDS) and the Data Processing Manager (Mr L. M. TATE) will attend before the Council for the discussion of this item).
