not essential or vital to China's survival, prestige or power as a nation. The relations between Peking and Hong Kong is
likened to the relationship which exists between a teacher and a pupil. Occasionally, a teacher may punish his pupil,
but by punishing his pupil it does not necessarily mean that the teacher does not love his pupil or like to see the pupil making some progress in his work. Peking looks upon Hong Kong industries as if they are in fact efforts of Chinese people,
using Chinese initiatives as well as a considerable amount of
Chinese raw materials. It is just as much in China's interests to allow Hong Kong industries to grow and prosper as it is to Hong Kong.

the Hong Kong confrontation -- but what is $50 million to
China when you compare it to the amount they've spent say in
a new nation in Africa. China can afford to spend much more
in Hong Kong if she chooses to do so,

think or feel is important. To them the majority of the population who fided their hands and did not take part in any anti-Communist
actions are taken to be "on their side" rather than on the
Hong Kong British side. They are Chinese and the quarrel, contest, provocation and fight in the Hong Kong context is a national or racial one (74).

The Communist heirachy in Hong Kong are very timid; 80 timid that they would not dare to take any action without prior approval "from the top" (meaning someone in authority at the control end in China). No-one knows who is No. 1 in Hong Kong. Not even William Leung himself. All those whose names appear on the published lists of "Anti-persecution Struggle Committees" are not important. They are there as symbols and for show rather than of really significant importance.
