10 The urgent problems which the British Authority in Hong Kong must solve are as follows :-
a) Release of those under detention in Victoria
Road Concentration Camp
b) Import of Rice
c) Re-instatement of striking workers
d) Law Enforcing Agencies must be compelled to refrain from beating up or otherwise maltreating people
arrested.

On the release of political prisoners, they need not
be all at once.
It can be arranged for the release one by
one with appropriate excuses.

On the "Import of 5,000 tons of Rice", there is no necessity for the Commerce and Industry Department to insist on

having this brought in under the quota system.
In fact the.
Hong Kong Government has very foolishly taken this step which provide them with an excuse, to keep on harping over this issue. 13. On the Re-instatement of Striking Workers there are
Take the K.M.B. for instance there many ways of going about it. are so many vacancies still unfilled, which the M.T.U. knows exactly how many and where they are. K.M.B. Management has been telling the M.T.U. that: "We would like to help, but Government does not approve our doing so". The M.T.U. would be quite satisfied if the remaining vacancies can be filled by re-instating workers. They would not insist on the K.M.B.- Management sacking all those who have been taken on since May 1967 but would keep quiet if some of the vacant posts are filled by re-instating. As far as employment in Government departments are concerned they would be satisfied if some of those who were employed say in P.W.D. before were re-instated in say the U.S.D. There is no necessity in re-instating all of

them.
