not essential or vital to China's survival, prestige or power as a nation. The relations between Peking and Hong Kong is

likened to the relationship which exists between a teacher and a pupil. Occasionally, a teacher may punish his pupil,

Chinese raw materials. It is just as much in China's interests to allow Hong Kong industries to grow and prosper as it is to Hong Kong.

China when you compare it to the amount they've spent say in

a new nation in Africa. China can afford to spend much more

in Hong Kong if she chooses to do so,
