The scheme could not be proceeded with for want of funds; sanction however was given for the expenditure when I prepared a modification of the original scheme, as the circumstances of the City had so altered in a period of ten years it was not practicable.

I have already built the main tank containing 110,000 gallons and brought the supply to the garden. From this principal tank a main will be extended to two 10,000 gallon tanks at the Union Chapel, and is now in course of work; one 16,000 gallon tank will receive waste water from the main Tank on the line of stream at Wyndham Street, and one tank of similar dimensions will be erected at the head of Spring Garden.

It is proposed to lay pipes from these tanks as far as the amount authorized will permit, and at each cross street provide hydrants and stopcocks; in case of fire a hose and pipe will be screwed to the hydrant, and in most parts of the Town with sufficient hose the water may be applied by high pressure alone in one effective stream.

The Tanks will be kept always full, and waste water will be discharged through suitable pipes and be available for the wants of the inhabitants in certain parts of the City.

I must however remark that a more extended supply is demanded, and a larger store of water required;
