Several arrangements might be made with this object, but it is a question for consideration and of considerable expense. If it is to be generally effective there can be no doubt that the want of water is very great and this want is increasing daily with the increasing population; the expenditure under this head has amounted to £34. 18. 8.
The increase of population rendered such further services then those usually performed by convict labour essential in the cleansing of certain districts of the City. The Chinese are proverbially of dirty habits, and without consideration throw refuse, offal, and any rubbish that may be in their way in their houses into the streets, or on vacant areas, and on the crust into the sea; this accordingly became a nuisance and it was impossible to keep the streets clean and execute other services necessary by convict labour; it was therefore arranged to build rubbish depots in convenient sites and compel the inhabitants to discharge refuse matter therein and at the same time form a contract for the daily cleansing thereof.
