The exports to all Foreign Countries, however, show an increase greater by £8,000,000 than the increase shown in the exports to British Possessions.

COMPARISON WITH TRADE TO BRITISH POSSESSIONS.
The export trade of the United Kingdom to British Possessions, exclusive of "Ships" and "Parcel Post," amounted to £106,030,644 in 1902 and to £77,929,626
per cent, in 1885, being an increase of £28,101,018 or 36
The trade to British Possessions shows, as before, the largest increase per cent., and also the largest aggregate increase, viz., 36 per cent. and £28,101,018, the increases to Protected States and Other Countries being 21.6 per cent. or £19,920,000 and 30 per cent. or £12,929,000 respectively. The increase per cent. in this trade to all Foreign Countries is 24.3, and the aggregate increase £32,850,385, the aggregate increase still remaining in favour of the foreigner, but by a considerably reduced margin, viz., from £8,000,000 to £4,750,000.
VALUES EXCLUsive of Coal, CINDERS, &C.
In order to ascertain more closely how the exports of the general produce of the United Kingdom were divided among her various customers, it is desirable to exclude from the figures just given the values of coal exported. The investigation of the state of British Trade exclusive of the values of coal exported is desirable because the large increases in this export have tended to obscure, to a great degree, the true position of the foreign export trade of this country when considered in relation to our staple industries, and, in addition, the export of coal is a special export of valuable national capital. The values of the exports of coal, cinders, and fuel during the years under consideration

The above table proves that, as regards percentages of the total exports taken by Foreign Countries, the Protected States of Europe and the United States of America show decreases of 2-2 per cent. and 1 per cent. respectively when coal is excluded, instead of an increase of 2 per cent. and a decrease of 2.6 per cent. respectively when coal is not excluded. In the export to Other Countries an increase of 3-2 per cent. in the percentage of the total exports is apparent when coal is excluded, as against an increase of only 6 per cent, when coal is not excluded.
As regards increases per cent. in the trade under each head, the United States, when coal is excluded, show a fall from 8.1 per cent. to 6'0 per cent. and Other Countries a The fall in the increase per cent. to the fall from 31.8 per cent. to 23.8 per cent. Protected States of Europe is from 33.7 per cent. to 8.2 per cent., a fall of no less than 25.5 per cent., and the calculation in each case tells in favour of the exports less coal, för the percentages under that head are, of course, calculated on smaller totals.
Aggregates.—The differences in the aggregate increases in the export trade made by the exclusion of coal are no less noteworthy than the percentage differences. The following are the figures:-
* Elke dyra ta Joreign and Colonial Parcal Post came into operation on the lat of July, 1885, and as in in probable that the sarangement resulted in the creation of a new trade, it is considered advisable to ezdinde the figures in question.
