The object of the amendment was to exclude representatives from subordinate departments of the Colonial Office, except after the consideration of the Departmental Council.

An addition was made to clause 8 to provide for the appointment of during the temporary absence of the Chairman or Vice-Chairman.

The Conference approved the draft Constitution, as amended, for submission to the National Council.
