REPORT OF MEETING OF JOINT CONFERENCE, 24тя OCTOBER, 1919.
A MEETING of the Joint Conference, appointed under paragraph 43 of the Report of the National Provisional Joint Committee, on the application of the Whitley Report to the Administrative Departments of the Civil Service, was held in the Conference Room at 5.0 p.m. on Friday, 24th October, 1919.

MR. SCOFFHAM, representing Association of Clerks of the 2nd Division. MR. H. W. THOMPSON, representing Assistant Clerks' Association. MISS E. J. ATKINS, representing Civil Service Typists' Association. MR. J. S. HOLLAND, representing Government Messengers' and Attendants'
Association.
MR. CALLAGHAN, representing Temporary Clerks' Association. MR. P. R. CLIPSHAM, representing Boy Clerks' Association.
Mr. Grindle explained the purpose for which the Conference was convened. After informal discussion it was decided unanimously that one Departmental Council should be set up in the Colonial Office, and that a small Committee should be appointed to draft a constitution for the Council.
Un the proposal of Mr. Pughe, seconded by Mr. Wiseman, Messrs. Scoffham, Thompson, and Callaghan were appointed to represent the Staff Side on the Drafting Committee.
Mr. Grindle announced that the Official Side would be represented by himself and Mr. Fiddian.
