The object of the amendment of section (iii) of clause 14 was to enable the Council to consider any future questions of office organization.

THE draft Constitution was further considered. It was decided that the attached draft of a "Constitution of the Departmental Council for the Colonial Office should be submitted to the Conference of Official Representatives and representatives of the Staff Associations for approval.

REPORT OF MEETING OF JOINT CONFERENCE, 6TH NOVEMBER, 1919. A MEETING of the Joint Conference appointed under paragraph 43 of the Report of the National Provisional Joint Committee, on the application of the Whitley Report to the Administrative Departments of the Civil Service, was held in the Conference Room at 5.0 p.m., on Thursday, 6th November, 1919.

Clause 4.-The words " Colonial Office were substituted for the "Department" in line 1.

The object of the amendment was to exclude representatives from subordinate departments of the Colonial Office, except after the consideration of the Departmental Council.

An addition was made to clause 8 to provide for the appointment of officers during the temporary absence of the Chairman or Vice-Chairman.

The Conference approved the draft Constitution, as amended, for submission to the National Council.

REPORT OF SPECIAL MEETING OF JOINT CONFERENCE, 20TH NOVEMBER, 1919.

Mr. Grindle read a letter from the Secretary to the Committee of the National Council appointed to consider Departmental Constitutions, suggesting modifica tions in the draft Constitution* for the Colonial Office submitted to the National Council in clauses 14 (3), 21, and 25, and stating that if the Drafting Committee concurred in these amendments formal approval would be given to the Constitution as modified.

Mr. Grindle pointed out that the modifications suggested by the National Council practically restored the Constitution to the form of the "Model Constitu- tion as submitted to the Conference, and suggested that, in order to avoid further delay the amendments should be accepted. [Agreed to.]

The Conference agreed that a letter should be addressed to the National Council to this effect.

It was agreed that notices should be sent to the representatives of the Associa- tions having members employed in the Colonial Office requesting the appointment of representatives on the Departmental Council, and that the first meeting of the Council should be held on or about the 11th December, 1919.

CONSTITUTION OF THE DEPARTMENTAL COUNCIL FOR THE COLONIAL OFFICE.

MEMBERSHIP,

(1) The Council shall consist of not more than seventeen members appointed as

to not more than five members by the Minister or by the Head of the Department (the Official Side) and as to not more than twelve members by the Associations or Groups of Associations having members employed in the Department (the Staff Side).

(2) The Chairman of the Council shall, as occasion may require, arrange for the addition to the Official Side of a Council of a representative appointed by the Treasury.

(3) Where an Association has members outside as well as inside the Depart- ment, the electorate for the Department shall be the members of the Association in the Department, and, if necessary, special machinery shall be set up by the Association to ensure the carrying into effect of this arrangement.
