23. Dyes ex the s.s. Kalymnos."-The Sub-Committee considered a letter from the Board of Trade suggesting that these dyes should be sent to this country Mr. Bebb and disposed of by tender through Messrs. Fairclough, Dodd, and Jones. undertook to ascertain from Mr. Rackham, of the Admiralty Marshal's office, on what terms he would be willing to arrange this sale. When this had been ascertained a further communication should be made to the Board of Trade, who should be asked to decide whether Mr. Rackham or Messrs. Fairclough, Dodd, and Jones should carry out the sale.
24. Disposal of Rubber at Gibraltar.-The Sub-Committee considered a letter from the Ministry of Munitions declining to purchase this rubber, and recommended that the Commission Internationale de Ravitaillement should be asked if they wished to acquire it.

1. The minutes of the One Hundred and Forty-fifth Meeting of the Committee and of the First and Second Meetings of the Sub-Committee were confirmed.

2. S.D. Carl." Mr. Evans reported that the tug "Langton," while under requisition by the Admiralty, had towed the "Carl," then under time charter to Mr. Starkey, out of the submarine nets off Folkestone, which the latter ship had fouled, and that the Admiralty had deducted £36 10s. from the hire money due to the "Langton's" owners in respect of the time during which the tug was engaged on this service, on the ground that it was one for which they could recover salvage from the "Carl." The Committee decided that a letter should be written to Mr. Starkey telling him that a claim had been received from the owners of the "Langton" in respect of this service. and that the Committee were in a position to settle the claim for £36 10s if he would agree to pay this sum, but that other- wise the "Langton" would proceed against him for remuneration in the ordinary way, which would probably result in his having to pay a considerably larger sum.

"Clevedon."-The Secretary reported that the charter to Trinidad with fuel and return charter with asphalt had been cancelled, as the Ministry of Shipping did not wish the ship brought back into the danger zone. She had there- fore been fixed to Santos, with fuel, at 100s. Her subsequent employment could be decided later. The Committee approved the action taken.

s.n."Terpsichore."-(a) Mr. Holt reported that this ship also had been fixed with fuel to Santos, there to await instructions as to her future employment. (b) The Committee considered a report from the Assistant Paymaster-General stating that all queries on the accounts for voyage 1 of this vessel had been satisfac- torily settled, and directed the Secretary to write to the managers informing them that the accounts were accepted as satisfactory, subject to audit.
5. Schooner “ Oregon."--The Secretary reported that the best offer for the employment of this vessel which had been received was that of Messrs. Bond Brothers, Vancouver, to charter her for twelve months at 1,050 dollars per month, The Committee decided that the Government putting her in seaworthy condition. this offer could not be accepted, and that, in any case, not more than a six months' charter could be granted. They recommended that the Governor-General of Canada should be so informed.

6. Ꭶ... Atlanten."-The Secretary reported that this ship had been sent into Freetown on a charge of attempting to break the blockade, and that he had arranged provisionally with the Foreign Office that arrangements should be made for her cargo to be brought home by Messrs. Elder Dempster and Company in one more of their vessels, and for the ship herself to be requisitioned and utilized in the trade between the west coast of Africa and the United States. The Com- mittee approved of this arrangement, subject to an official request being received from the Foreign Office and to the consent of the Ministry of Shipping being obtained.
7. Request for particulars from the "Parliamentary Gazette."-The Com- mittee considered a request which had been received from the Parliamentary Gazette asking for particulars regarding their membership and terms of reference. The Secretary was instructed to refer the applicants to the mention of the appoint ment of the Committee in the "Manual of Emergency Legislation."
8. Account to 31st March, 1917-The Committee considered the account which had been rendered by the Assistant Paymaster-General, showing a balance on the 31st March, 1917, of £1,778,933 7s. 2d., exclusive of the outstanding pay- ments under mortgages and the agreed values of vessels transferred to the Transport Department.

9. 5.5. Apolda." The Secretary reported the receipt of a letter from the Federal Steam Navigation Company to the effect that an Australian committee had suggested to the Union Government that this vessel should be diverted for the carriage of foodstuffs. The Committee decided that no action was necessary on their part at the present stage.

10. s.v. 'Burrowa" (late "Carl Rudgert Vinnen ").-The Secretary reported the loss of this vessel by enemy submarine on the 27th April, sixty miles west of the Scilly Isles. The vessel had been under the direction of the Commonwealth Government, and under time charter to Messrs. Scott, Fell, and Company, of Sydney. The loss of the vessel had already been reported to the Foreign Office.

11. 5.8. Talawa" (late "Wotan ").-The Secretary reported that this vessel, also under the direction of the Commonwealth Government, was torpedoed by an enemy submarine on the 5th May and had been beached at Alassio. The Com- mittee decided that the matter need not be reported to the Foreign Office until the result of the salvage operations could be stated.
12. 8.8. Nicolaos." (a) The Secretary reported that the naval authorities at Alexandria had supplied the master with a chronometer at a cost of £30 15s. 5d. When the ship had sailed it was discovered that the chronometer was useless and on arrival in this country the Admiralty would only offer £22 for it, as they said that it would cost £5 or £6 to repair. Mr. Evans had now ascertained that the Admiralty would repurchase the chronometer for the actual price paid by the Committee, ie., £30 158. 5d., less the estimated cost of putting it in repair, say £25 in all. The Committee decided that this offer should be accepted.
