MINUTES.
13. s.s. “Barenfels."-The Committee considered a letter which had been received from Messrs. Grahams and Company regarding the accounts for the bank enemy cargo ex this ship. The Secretary was directed to write to Messrs. Grahams pointing out that they were not entitled to charge two-and-a-half per cent. com- mission on the values of these cargoes. suggesting that the banks should present their claims to the Prize Claims Committee immediately, and indicating that, for the present, the Committee would not press the banks to render their accounts to the Court.
14. Prize Claims Committee. The Committee considered a letter, which had been written by the Colonial Office to the Secretary of the Prize Claims Com- mittee, recommending that where that Committee made grants in respect of ships or cargoes adjudicated by oversea Courts a notification of the grant decided on should be sent to the Secretary of this Committee instead of to the Colonial Office. The Secretary was instructed to inform the Colonial Office, India Office, and Foreign Office accordingly.
15. 3.5. "Frisia."-The Committee considered a letter from the Peninsular The and Oriental Steam Navigation Company declining to go to arbitration. Secretary was directed to reply to this letter, calling attention to the fact that the proposal for arbitration originally emanated from the Company, enclosing a state- ment of the Committee's claim in the form which had been approved for reference to the arbitrator, subject to some slight modifications, and reserving all the Committee's legal rights against the Company.
16. Railway Material ex s.s. "Erymanthos."-The Committee considered a letter from the War Office suggesting that the price for the engines taken over by them should be reduced to £1,500 apiece. The Secretary was directed to obtain Messrs. Fuller, Horsey's views regarding this proposal.
17. Railway Material ex 8.8. Senegambia."-The Secretary reported that the Ministry of Munitions did not require this material, and that the Colonial Office had agreed that there was no necessity to keep the matter open any longer for replies from the representatives of the various oversea Governments who had been approached in the matter. The Committee decided that the goods might now be sold to the Japanese Government, and that the most convenient way of arranging a sale would be for the negotiations to take place between the Japanese Govern- ment and the Government of Hong Kong direct.
18. Steamships "Herlo" and "Maagen."-The Committee approved a letter which had been written by the Secretary to the Procurator-General's Department suggesting that, if there was any difficulty in obtaining a requisition order for these steamers, an attempt should be made to arrange for the owners to allow their use on condition that the profits on their employment should be held for the account of the party who ultimately proved entitled to them.

19. Steamships "Quarta" and Rajaburi."-The Secretary reported that the charterers had now agreed to accept the 15th and 17th of June, 1916, as the dates for the redelivery of these vessels respectively, and that they had also agreed to accept liability for docking and painting the vessels at the expiration of the
charters.
20. $.0. "Pax."-The Committee considered a report from the Assistant Paymaster-General on the accounts for the voyage of this vessel from the Falkland Islands, and decided that the managers' remuneration at the rate of £50 a year might be continued to the 31st March, 1916, as there had been con- siderable work to do after the loss of the vessel.
They also approved the payment of brokerage to Mr. Langridge and to the managers on the freight which was not earned.
They also approved the payment of wages to the crew from the 4th to the 18th January.
21. Assistant Paymaster-General's Statement for December.-The Committee considered this account, showing a balance on 31st December of £758,531 09. 4d.
22. 8.8. "Kankakee Accounts. The Committee considered a report from the Assistant Paymaster-General on the accounts for the voyage of this ship from Marseilles to Newcastle. They decided that they were not responsible for any expenses incurred in respect of the voyage to Marseilles.
MINUTES.
The Committee decided that details should be obtained from the Accountant- General of the Navy as to the sum of £41 advanced to Lieutenant Young, and with regard to the dates and nature of the services in respect of which the sum of £10 had been advanced to Ludwig Thörsen. With regard to the £179 14s. 2d. for pro- visions supplied by H.M.S. "Macedonia" during the voyage from Monte Video to Marseilles, it should be ascertained whether any of these provisions were left on board at Marseilles, as the Committee could not accept liability except for provisions so left.
23: Steamships "Senegambia" and "C. Ferd. Laeisz."The Committee recommended that steps should be taken to obtain from the Government of Hong Kong complete statements of all expenses incurred by the Crown in connexion with these ships, either in respect of maintenance, Court fees, or costs of the Proper Officer of the Crown.

THE ONE HUNDRED AND FORTY-THIRD MEETING of the Committee was held at the Colonial Office on Monday, the 12th of February, 1917, at 3.15 p.m.

Chile." The Committee considered letters which had been received from Mr. Shute and Messrs. Waltons and Company explaining the way in which the amount received in settlement of the claim against the Hirose had been arrived at. The Secretary was directed to ascertain from Messrs. Waltons whether the owners of the "Hirose" had paid Messrs. Waltons's taxed costs, and what the amount of £21 for agency, referred to by Mr. Shute, represented.
3. 8.5. Ranee."-The Committee considered a letter which had been received from Mr. Somerville applying for the renewal of the charter of this vessel, and decided that, if the Admiralty did not wish to take the ship over and Mr. Somerville was willing to accept the increased valuation for insurance decided on at the One Hundred and Forty-second Meeting, the charter might be renewed.

4. Steamships Chow Tai" and "Sandakan."-Protection and Indemnity Insurance. Mr. Holt reported that Messrs. T. R. Miller and Son were prepared to reduce the premium to £50 for six months if cargo risks were excluded, and he pointed out that in this event the question of the £100 franchise would not arise. The Committee decided to insure on these terms excluding cargo-risks, and Mr. Holt undertook to see whether he could not get Messrs. Miller to reduce the premium still further, having regard to the fact that one-fourth of collision was already covered by the marine policy. The Committee also decided that, when arrange- ments for this insurance had been completed, an allowance on the same terms should be made in their accounts for the uninsured risks from the date on which the vessels first came under their management until the 1st February, when the new insurance would take effect.
5. 8.0. "Yawry."--The Committee considered a letter from Messrs. Houlder, Middleton, and Company, stating that the £1 198. incurred by the Board of Trade for the repatriation of the seaman, M. Lally, could not be recovered from the Protection Association, as the man was discharged by mutual consent, and they decided that the charge must be paid
