THE ONE HUNDRED AND FORTY-FIRST MEETING of the Committee was held in Admiral Slade's room at Whitehall House, on Monday, the 29th January, 1917.

The Committee considered a report by Mr. Holt regarding the condition of the s.v.
Carl," which had been moved from Freshwater Bay to Portsmouth. Mr. Holt reported that it would probably be necessary to expend £12,000 in order to make the ship seaworthy, and that the repairs would probably take some months to complete. The Committee decided that the repairs must be effected, and Mr. Holt was requested to make inquiries as to the most convenient way of doing this.

THE ONE HUNDRED AND FORTY-SECOND MEETING of the Committee was held at the Colonial Office on Monday, the 5th of February, 1917, at 3.15 p.m.

The minutes of the One Hundred and Fortieth Meeting were confirmed. Insurance Fund.—It was decided that the rates for premium on hulls and machinery and the valuations for this purpose should be revised, having regard to the alteration of conditions and to the class of business which some of the Committee's vessels have undertaken. It was also decided to include in the insurance arrange- ments the actual expenditure, including premiums incurred on each voyage, but not to insure disbursements in the ordinary way or freight. Mr. Glanvill agreed that this would be the most satisfactory course for the Committee to adopt, and undertook to revise the rates and valuations for hulls and machinery and to fix rates for the insurance of expenses. Mr. Bebb undertook to furnish Mr. Glanvill with the necessary material.
3. 8.0. "Carl."
."-Mr. Holt reported that he had been to Southampton and Portsmouth to investigate the position, and had ascertained that there was no possibility of getting a dock for this ship at either of those places. The Dockyard Department of the Admiralty had, however, agreed to take charge of the ship and to move her to some port at which she could be repaired. The Committee approved of this arangement.

4. "Ranee." The Committee considered a letter from Messrs. Glanvill, Enthoven, and Company suggesting that the ship should be insured for £13,000 for all risks, with an addition of fifteen per cent. for total loss only.
5. s.s. "Koerber."-The Committee considered a telegram which had been received by the Foreign Office from the High Commissioner for Egypt stating that the Marshal of the Prize Court at Alexandria agreed to the Committee's brokers collecting the amount due from the cargo-underwriters in respect of the general average. Mr. Holt undertook to give Messrs. Glanvill, Enthoven, and Company the necessary instructions.

Yawry.' The Committee considered a letter from Messrs. Lachlan and Company explaining the reason why they had sold the consumable stores in this vessel at £200, a price which was below the previous valuations made of the stores. The Committee approved the action taken by Messrs. Lachlan and Company.
7. Steamships “Sandakan” and “Chow Tai."(a) The Committee agreed that one of these ships might be sent to Hong Kong and Vladivostock with mangrove cutch from Singapore, if the Government of the Straits Settlements agreed and a full cargo and satisfactory freight could be obtained.
(b) Protection and indemnity insurance. The Committee considered a letter from Messrs. T. R. Miller and Son stating the terms on which they would enter these ships in their Association. Mr. Holt undertook to ask Messrs. Miller whether they would exclude short delivery claims from the insurance and, if so, what the rate of premium would be. The Secretary was directed to find out whether in fact there had been any short delivery claims since the vessels began to be run under the Committee's management.
8. Steamships "Damao and
"Pangim."--The Secretary reported that the agreement between the Board of Trade and the representatives had been executed, and Mr. Malkin stated that the Portuguese Government had accepted the terms of the agreement with His Majesty's Government.
9. 8.3. "Hamm.”—Mr. Evans undertook to remind the Transport Department in regard to the Committee's request for information as to the amount of hire which would be payable if the "Hamm was to be treated as having been on ordinary requisition rates during her voyage with coal to Australia.
10. s.s. “Emir.”—(a) The Secretary reported that Messrs. Elder, Dempster, and Company had been paid £1,559 138. 9d., being the balance of their account for the prize voyage of this ship. The Committee approved the payment.
(b) Insurance. The Committee considered a letter from Messrs. Glanvill, Enthoven, and Company stating that, after full inquiries, they could not trace three of the insurances of released cargo which Messrs. Elder, Dempster, and Company had recognized as covering the goods released, and, therefore, exempting such goods from the Committee's marine cover for the voyage. The Committee decided that the underwriters must be paid premium on these three items, and directed the Secretary to propose to the War Risks Committee that they should agree to accept premium on the same items in full discharge of their claim.
11. 8.0. Neath."(a) The Secretary reported that, with the Chairman's approval, the sum of £4,000 had been advanced to the managers in respect of their disbursements. The Committee sanctioned this advance.
(b) Accounts, Voyages 1 and 2.—The Committee considered a report from the Assistant Paymaster-General on the accounts for these voyages and correspondence which had passed between Mr. Holt, Messrs. William Richards and Sons, and Messrs. John Joyce and Company. They decided that Messrs. Joyce should be asked to supply a voucher for the expenditure mentioned in paragraph 6 of Mr. Bebb's report under the heading Voyage 2 (e) but that no further question need be raised on the points mentioned in the Assistant Paymaster-General's letter.
12. 3.5. Nicolaos."-(a) Messrs. Kellock's account for sale. The Committee decided that this account might be paid, unless the Assistant Paymaster-General had any objection.

(b) Accounts for voyage from Alexandria.—The Committee considered a report which had been received from the Assistant Paymaster-General on the accounts for this voyage. They decided that no action need be taken regarding the damage by flooding to the ship and stores, and that no adjustment need be made between the trading account and the insurance fund in this respect, as no expenses had been incurred by reason of the damage. They agreed, however, that the gratuities which had been paid to the captain and chief officer, for loss of gear, should be written off as losses. The Committee agreed that the charge of £64 58. for an extra half-month's wages to the Alexandria crew might be accepted if the Assistant Paymaster-General was satisfied that this payment was included in the conditions upon which the crew were engaged. The Committee agreed that no expenses need be taken from the trading account and charged against the sale account, as the steamer was sold while the cargo was still being discharged. The Committee also agreed that the account of £10 15s. received from the Admiralty Coasting Trade Office might be paid.
