The Committee also considered a letter from Messrs. Grahams regarding the "Gutenfels." The same points arose on this matter, and they directed that it should be dealt with in the same way.

3.5. ' Erymanthos.”—-Railway Material. The Committee considered a letter from Messrs. Churchill and Sim communicating the views of the sub- brokers regarding the War Office offer of £1,500 each for the two locomotives taken over by them. The Committee decided that the War Office offer might be accepted.

8. s.s." Emir."—1,000 bags Ground Nuts.-The Committee considered a letter from Messrs. Waltons forwarding a further letter from Messrs. Budd, Johnson, and Jecks. The Secretary was directed to reply that the Committee had no objection to the claimant's applying to the Prize Court at Gibraltar, and that they would hold the proceeds of sale subject to the Order of the Court.

9. Steamships “Kawak,” 'Kalymnos,” and “ Erymanthos."-The Secretary reported that, at the request of the Government of Malta, Messrs. Lachlan's and Kellock's had been instructed to make fresh valuations of these steamers as at the dates of the respective Orders for their condemnation to the Crown, in order to enable the Court at Malta to fix the amounts payable in respect of Fee 49 under the Orders for delivery. The Committee considered that the expense of these revaluations should fall on Malta funds.

Payment of Fees by the Crown, Malta.-The Committee approved a pro- posal, which had been made by the Governor of Malta, to transfer to a special account the moneys in Court in respect of ships and goods condemned the pro- ceedings in regard to which had resulted in the realization of a sum of money, and to pay out of the account so created the fees due in respect of ships and cargo the proceedings in regard to which had not resulted in the realization of any money.

11. Gibraltar: Prize Court Expenses.-The Committee considered a despatch which had been received from Gibraltar regarding the arrangements to be made Cormorant and H.M.S. for refunding the amounts advanced by H.M.S.

Amphitrite to the Proper Officer of the Crown. The Committee recommended that the proposal should be submitted to the Admiralty for consideration.

Sixth Interim Report.-The Committee considered the incidence of expenses incurred by Colonial Governments for remuneration of additional staff not consisting of salaried officers of the Government concerned. The Committee decided that, where such expenses were incurred on account of particular ships or cargoes, they should be charged against the ship or cargo concerned, and should not fall on local revenues, but that local revenues should bear all expenses of the kind incurred in respect of the general administration of the Court.

Kandy."-Victualling Charges.-The Committee considered letters which had been received from the India Office and Director of Transports, and decided that the charges for victualling included in Messrs. Grahams's accounts should be accepted.

THE ONE HUNDRED AND FORTY-FOURTH MEETING of the Committee was held at the Colonial Office on Monday, the 26th of February, 1917, at 3.15 p.m.

The following members were present:-

Mr. Evans acted as Chairman in the absence of Admiral Slade during the discussion of items 1 to 4 inclusive and 20 to 23 inclusive.

MINUTES.

1. The minutes of the One Hundred and Forty-first and One Hundred and Forty-third Meetings were confirmed.

2. 8.0.

"Carl."-Mr. Holt reported that instructions had been given to dis- charge the mate, who was an alien, but that the captain and a shipkeeper were being retained on board for the present.

3. 8.8. "Ranee."-The Secretary reported that the Director of Transports had no objection to the renewal of the charter of this ship, and that he had written to Mr. Somerville stating that the Committee were prepared to renew on condition that the ship should be insured to a value of £13,000 against all risks, with an addition of fifteen per cent. on total loss, and that the cancellation clause should be amended in accordance with the decision made at the One Hundred and Fortieth Meeting.

4. 5.0. "Clevedon.”—Mr. Holt reported that this vessel had arrived, and he undertook to consult the managers with regard to her future employment.

5. s.o. "Chile."-The Committee considered a letter from Messrs. Waltons 'Hirose," and and Company regarding the settlement of the claim against the decided that the settlement effected by Messrs. Waltons might be accepted.

6. S.V. Bellas."-The Committee decided that the claim of the Star Tug Company for £170 for towage should be paid, but that the Admiralty should be informed of the statement made by the master of the tug to the effect that the Admiralty regulations required that a tug should be employed.

7. S.S.

"Kandy."-The Committee considered that the rate of premium for the uninsured protection and indemnity risks should be calculated for the purpose of the claim against the Admiralty at twopence per gross ton per month, say, £40 per month in all.

8. s.s. “Diyatalawa."-The Committee decided that the two claims for dues, for £8 158. and £49 7s. 8d. respectively, which had been received from the Port of London Authority via the Admiralty, should be paid by the managers and included in their accounts should they see no objection to the payment.

9. s.o. "Terpsichore."--The Secretary reported that the Admiralty had given permission for the officers and men concerned in the salvage of this ship to prefer a claim in respect of so much of the cargo as belonged to private owners.

10. $.8. Genesee."-The Committee approved the action of the Secretary

in authorizing the sale by the Collector of Customs at South Shields of eleven pounds of tea, being surplus stores ex this vessel deposited in the King's warehouse at South Shields.

11. Steamships "Chow Tai" and

Sandakan."-The Committee considered

the correspondence which has taken place with Messrs. Millers regarding the insurance of these vessels against protection and indemnity risks, and decided that as there was no employers' liability risk in the Straits Settlements, and the marine policy covers four-fourths R.D.C., the insurance should not be effected.

13. Steamships "Barenfels" and "Gutenfels."-Bank Enemy Cargo.-The Committee considered a letter from Messrs. Grahams and Company, dated the 14th of February, regarding their claim to commission, and decided that no action need be taken on it.
