One which shall be known as the Register of Chinese, in which shall be registered the Chinese residing in the Province who obtain permission to remain in the country in conformity with the provisions of the foregoing article.
And another which shall be called "Register of Turks, Syrians and North Africans of the Turkish race, in which shall be registered the aliens of this description who obtain similar permission.
Article 10. The entries in those books shall show:-
1. The place, hour, day, month and year in which the aliens are registered that for that purpose they personally appeared ;
2. The full name of the Governor and of his Secretary who make the registration; 3. The full name of the Prosecuting Attorney who took part in the same act;
4. The full name, age, whether single, married or widowed, profession or trade and domicile of the alien registered and of the person whom he brings as witness for the regis tration. The domicile of both shall be indicated by giving the name of the town where they are domiciled at the time of registration, showing the street and number of the houses where they reside, respectively; but if they should live at a point where the houses are not described by numbers and streets, there shall be shown the name of the respective municipal district or division and of the district to which this belongs.
5. The positive declarations with respect to the other circumstances specified in Article of this Decree.

7. The quantity and class of national revenue stamps which have been deposited for the purpose of obtaining registration.
Article 11. To the right-hand side of each entry there shall be reserved a space of seven centimetres in length by five in width for the placing of a portrait of the person registered, such portrait to be securely fastened with clasps so as not to be detachable, sealed with the impression seal of the office of the Governor upon the sheet to which affixed and authenticated, in addition, with the autograph signatures of the Governor, of the Governor's Secretary and of the Prosecuting Attorney of the Circuit.
Article 12. All of the entries of registration shall be numbered on the left-hand nargin, and under the order number assigned shall be written the full name of the person to whom the registration refers.
Article 13. The books of the Registers mentioned shall be prepared under the direction of the Secretary of Foreign Affairs, who shall adopt all the precautions, measures and provisions which he may deem proper in order that they may be uniform in all of the offices of the Governors and in order to prevent forgeries, doubts and ambiguities relative to the identification of the aliens mentioned.
Article 14. In every case the books of the Registers referred to in the foregoing Articles shall be headed with an inscription showing the Province to which they belong, the number of folios which they contain, the date of such inscription or heading, which shall be signed by the Governor, the Secretary of the Governor, and the Prosecuting Attorney of the Circuit.
Article 15. The first entry or registration of each Register book shall be placed immediately after the opening inscription referred to by the foregoing Article. The other registrations shall be placed successively in the various sheets of the same book.
Article 16. The records or entries in the Registers shall be written with clear characters, without abbreviations and without erasures nor amendments of the words erroneously written. The errors or omissions which are made shall be validated in the handwriting of the same person who has written the entry at the end thereof, making the proper notations to that effect. Such cancellation or striking out of words as may be necessary shall be made in such a manner that the word stricken out can always be The dates and amounts which read, to be also validated at the time and manner stated. should appear in the entries shall always be written in letters.
Article 17. When a registration has been made, there shall immediately be made two others exactly the same, which shall be signed, after comparison, by the same persons who have signed the former, to each of which there shall be attached, in the manner

indicated, a duplicate of the portrait of the person registered, sealed and signed also in the manner indicated.
Article 18. One copy of these two registrations, to which shall be affixed the national revenue stamps which are necessary in conformity with the provisions of Law 50 of 1913, shall be delivered to the alien who has been registered. The other copy shall be forwarded to the Secretary of Foreign Affairs. The copy delivered to the person registered will serve him for his personal identification and constitutes his certificate of registration or residence.
Article 19. Of each registration which is made in those Registers advice shall be furnished to the Secretary of Foreign Affairs, within the next twenty-four hours, in a special official communication, even though there may have been forwarded to him a copy of the record of registration as prescribed by the foregoing article.
Article 20. Commencing with the fifteenth day of July next, the Governors shall notify the aliens mentioned in this Decree who on that date have not in due form requested the permission necessary in order to be able to remain in the territory of the Republic of the obligation placed upon them of leaving the said territory before the first day of next August, utilizing for the purpose the enumeration lists which have been forwarded by the Alcaldes.
Article 21. The Governors shall also notify, beginning with the first of August next, the aliens in question who, in spite of having duly requested such permission do not appear registered before the thirty-first of July in the proper registers, because of deficiency in proving the status which they should possess in order to be able to remain in the country or for absolute failure to submit such proof, of their obligation to leave the country before the fifteenth of said month of August.
Article 22. Those who, having duly requested the said permission and submitted the proof required for that purpose, are not registered on the thirty-first day of July next because of omission or fault on their part shall also be notified that they must leave the country before the said fifteenth day of August.
Article 23. Those who have found it impossible for just causes to appear personally
at the respective office for the purpose of becoming registered may be granted a reasonable time, which in no case shall exceed sixty days, in order that they may appear and go through such proceeding, provided they give security in the sum of three hundred balboas, which shall be collected in case they do not register within the period which has been granted them. After the expiration of such period they shall be irrevocably ordered to leave the territory of the Republic within the period of ten days.
Article 24. Those Chinese, Turks, and Syrians who are at the present time absent from the country, with the right to return and of remaining therein because of having been duly issued passports, shall be made to comply, within the period of thirty days from the date of their arrival, with all of the requirements prescribed by Law 50 of 1913 and by this Decree. Any such person failing to comply with those formalities shall be ordered to leave the country within the period of ten days at the latest.
Article 25. The aliens mentioned in this Decree who have been sentenced to labour on public works for violation of said Law 50 of 1913 and of this Decree or for disobeying the Order duly notified to leave the country shall be placed by the respective Governors at the disposition of the Secretary of Fomento for such purpose.
Article 26. Those aliens who are inscribed in the Registers referred to by this Decree shall be granted passports to go abroad up to the period of two years, as permitted by Article 12 of Law 50 of 1913, if they comply with the following requirements:-
1. That request for the passport is made in writing on stamped paper of the first class.
2. That their application is accompanied by the proper certificate of residence und personal description in order that it may be retained in the office of the Governor during the period of their absence and three copies of their portrait recently taken.
3. That there be stated in said application the port of departure and the country to which proceeding.
Article 27. The passport shall be issued on stamped paper of the fourth class and shall show all of the particulars contained in the respective certificate of registration. To said passport there shall be securely affixed with clasps or fasteners so as to be not detachable one of the copies of the new portrait of the person to whom the passport is issued. Of the other two copies one shall be attached in the same manner to the certificate of registration which is to deposited and the other shall be forwarded to the Secretary of Foreign Affairs. These new portraits shall be stamped with the seal of the office of the Governor and signed with the autograph signatures of the Governor, of his Secretary, and of the person concerned.
