Article 28. The passports issued by the Governors in conformity with the preceding Articles shall be delivered to the persons interested by the Captain of the Port of departure at the time of the sailing of the vessel which carries them. The Governors shall for that purpose forward such passports to the Captain of the Port from which such persons are to sail, and this official shall place at the bottom thereof a notation showing the date of delivery made on board of the respective vessel, signed by him with his signature in full. Article 29. Those persons to whom passports have been issued in conformity with the foregoing provisions who return to the country shall present the passport which has been issued to them to the Captain of the Port of landing. If this official shall find them to agree he shall note thereon the date of the return of the alien delivering it, shall permit the landing of such alien, and forward the original passport to the Governor who issued it, Article 30. Upon receipt by the Governor of the passport he shall deliver to the person interested the certificate of residence and personal description and shall forward the passport to the Secretary of Foreign Affairs.

Article 31. In the left-hand margin of the registration record in the Register Book of each person who leaves the country in accordance with the formalities prescribed by this Decree there shall be made a notation showing the fact of the issuance to him of the corresponding passport and the date of its issuance. This notation shall be cancelled immediately when the Secretary of Foreign Affairs acknowledges the receipt of the said passport with the notation thereon made by the Captain of the Port who took it up.

Article 32. It is the duty of the Port Captains and the other authorities and Government officials and employés to prevent the entry into the country of the aliens mentioned in this Decree who do not exhibit the proper passport or who do not prove their identity, if such should be questioned notwithstanding the passport.

Article 33. If upon submitting such proof it should result that the alien has no right to be admitted he shall be immediately re-embarked, because he is not permitted to

any kind. stay in the country under any pretext nor by means of security of

Article 34. The passports returned by the interested persons upon their return and forwarded to the Secretary of Foreign Affairs shall be burned by that official, witnessed by the Under Secretary of his office and the Attorney General of the nation. Of this fact there shall be made a detailed minute, signed by those officials, in a special book which shall be kept for that purpose in the office of the Secretary, such record to be published in the Official Gazette.

Article 35. The old certificates of registration which the aliens in question deliver to the Governors to secure their new registration in the proper Registers shall also be forwarded to the Secretary of Foreign Affairs, together with duplicate of the record of the These old certificates shall also be burned up by the said Secretary in new registration. the manner stated in the preceding Article.

Article 36. The aliens mentioned in this Decree who request and obtain the neces- sary permission to remain in the country and who do not reside in the capital districts of the Province may comply with the provisions of Article 14 of Law 50 of 1913 by per sonally appearing before the Alcalde of the district in which they have their domicile and delivering to that official the respective certificate with the national revenue stamp which should be affixed thereto, when the respective Governor so authorised them for reasons which in his judgment are just. In such case, the Alcalde shall without any delay what- soever forward the certificate and the stamp deposited to the Governor, who will return said document to the person concerned, through the same Alcalde, with the notation pre- scribed in the said Article of the law in question, showing thereon the manner in which the certificate was presented.

Article 37. The captains of the steamers which bring to the ports of the Republic aliens of the class mentioned in this Decree as passengers in transit to other countries shall deliver to the Captain of the l'ort of arrival a list of such passengers with their respective personal descriptions and a signed statement in which they affirm that such

The Captains who fail to make this declara- persons tion shall be subjected to the penalties provided by Article 2 of Law 50 of 1913. shall also be subjected to the same penalty in the case that, having made such declaration it should result that the aliens in transit have evaded or attempted to evade the prohibi- tions established by the said law and by this Decree.

Article 38. Any captain of a vessel or steamship upon whom penalty has been imposed for the violation of said law and who does not re-embark the immigrants nor satisfy the fines imposed within the period given him for that purpose shall not be per- mitted to leave the port without having complied with the mandate of the penalty. This same procedure shall be adopted and taken against the captain who has been called to answer for the violation of the said law and who should refuse to appear or evade the

summons. without prejudice to the other responsibilities which he may incur for his disobedience of the orders of competent authority.

Article 39. The aliens mentioned in this Decree who have to pass in transit through the territory of the Republic shall so advise the Consul of Panama or the Consul of a friendly nation at the port of departure sufficiently in advance, so that said official may take their personal description and duly inform the Secretary of Foreign Affairs of the expected arrival in the country of the said transients, who shall remain under the immediate surveillance of the Governor of the respective Province from their arrival until they continue on their journey,

Article 40. The aliens in question who desire to visit the country for pastime or sightseeing may do so by complying with the following formalities:-

1. Obtain beforehand written permission from the Secretary of Foreign Affairs. 2. Bring a certificate of personal identification is sued by the respective Panaman diplomatic or consular representative, or in the absence of such official by any other representative of the same class of a friendly nation accredited to the country from which the visitor comes, to which certificate there shall be attached the photograph of such visitor; and

3. To give upon his arrival pledged security in the sum of three hundred balboas as

a guaranty that he will not remain in the country more than three months.

Article 41. The documents referred to by the preceding Article shall be delivered to the Captain of the Port where such persons land and immediately torwarded by that official to the Secretary of Foreign Affairs.

Article 42. The security referred to in the same Article shall be returned upon presentation, cancelled by the Consul of Panama or by the Consul of a friendly nation residing at the place abroad where the interested person lands, of the passport which the Secretary of Foreign Affairs issues to such person upon leaving the country.

Article 43. The Chinese who are at the present time on the Isthmus as employés of the Chinese commercial houses here established and those who are about to come as such employés, pursuant to permission already granted in conformity with provisions enacted prior to this Decree, may remain in the country for the period for which permission has been given, without further obligation than that of personally appearing each month, from the first to the fifth, before the Governor of the Province in which they reside. After the expiration of such period they shall leave the territory of the Republic without any delay whatever. If they should not do so voluntarily they shall be subjected to the penalties established against clandestine immigrants and the owners or repre- sentatives of the commercial houses which brought them to the country as their employés shall be properly held responsible.

Article 14. The Chinese to which the foregoing Article refers may choose to remain in the country by taking advantage of the provisions of Article 6 of Law 50 of 1913 and complying with all of the formalities prescribed to that effect.

Article 45. When the holder of a certificate of registration has lost the same he may request a duplicate, which shall be issued to him if he declares under oath that he lost the original certificate, and the Governor shall actually make sure and satisfy himself of that fact by means of an investigation made for that purpose. The duplicate shall be authenticated by the Governor, the Secretary of the Governor, and the Prosecuting Attorney of the Circuit; but it requires for its complete validity the approval of the Secretary of Foreign Affairs.

Article 46. In the case of the death of any of the aliens referred to by this Decree there shall be presented to the Alcalde of whom request is made for the burial permit the certificate of residence and personal description of the deceased, which shall be forwarded to the respective Governor in order that he may cancel the same and make a record of such cancellation in the proper Register. The certificates cancelled for such reason shall be forwarded to the Secretary of Foreign Affairs to be burned in accordance with the formal- ities already prescribed.

Article 47. In the said Register there shall also be noted the cancellation of the certificates which lapse for any other reason, and of such fact advice with full particulars shall be furnished the Secretary of Foreign Affairs, transmitting to him the cancelled certificate, if it was obtained, for the purpose stated.

Article 48. The term "North Africans of the Turkish mace" applies to all persons of Turkish origin born or domiciled in Northern Africa, regardless of what their nationality may be.

Article 49. The personal description of the aliens referred to by this Decree in accordance with the Bertillon system of anthropometrical identification shall be taken by the official physicians, in the presence of the respective Governors, at the time of making
