December 19 Transmits, with remarks, copies of Nos, 90 and 58 and of enclosure 4 in No. 67; hopes that any alteration in the recruiting areas may be deferred until the up-country depôt is in full working order and that any proposal for a change in the system of recruitment by commissions may be deferred until the new arrangements have been tried for, at any rate, one recruiting season.
Agrees with Mr. Marsden that the suc
cess of the new arrangements will largely depend upon the working of the up-country depôt, and requests that all possible assistance may be given to Mr. Marsden and Mr. Gibbes by members of the Indian Government Service.

States that the Governor of Fiji has suggested that advantage should be taken of the amalgamation of the Agencies at Calcutta to subordinate the Madras Agency to the new joint Agency; observes that in these cir- cumstances his appointment as Emi- gration Agent for Fiji at Madras will come to an end from the date at which the new Assistant Agent is prepared to take up his duties at Madras. Reports, with reference to No. 80, that he has agreed to the addition of the addresses of the immigrants to the nominal rolls of arrivals since 1907 and the despatching of these rolls to the Protector of Emigrants at Calcutta.
States, in reply to No. 86, that every possible facility will be given to the representatives of the Indian Govern- ment to carry out the objects of their mission.
States that the opinion in Nos. 92 and 93 is being communicated to the Government of India.
States that the instructions in No. 90 will be carried out without delay; submits arguments against making the up-country Agency independent and in favour of placing the Madras Agency in charge of the second Agent.
States that the India Office has asked
that all Colonies which employ in dentured Indian labour should ex- change with each other all reports and legislation bearing on such labour and requests that arrangements may be made to carry this out.
