The Government Emigration Agent at Calcutta for British Guiana.

October 9 (Rec. Oct. 26.)

Considers, in reply to No. 65, that it would be premature to elaborate any estimates of cost or to develop any detailed plans in connection with the proposed amalgamation of Agencies pending the decision of the Indian Government on the questions of pay- ment by commission for recruiting, and the drawing of emigrants' atten- tion to the penal clauses attaching to their agreements.

Forwards copy of a despatch from the Indian Government notifying the selection of Messrs. McNeill and Chimman Lal to visit the West Indian Colonies and Fiji to enquire into the conditions of life of the Indian immi- grants and enclosing a memorandum of instructions to them; asks that every facility may be given.

Encloses a report and a letter from Mr. Conran, Government Emigration Agent for Fiji at Madras, and a minute thereon by the Agent-General Immigration, on the question of ac- quiring a new depot at Madras; considers that the terms on which the Fiji depôt is at present rented are not satisfactory, but that it appears de- sirable to defer the question of ac- quiring a new depot until matters have been placed on a more stable footing, and suggests that Mr. Conran be authorised to report whether an offer of a lease of the present depót on the existing terms for five years can be obtained. Transmite a copy of No. 81; trusts that every facility will be afforded the delegates for carrying out the objects of their mission and requests that any recommendations made by them may receive careful consideration and that un account of the visit and any im- pressions communicated by the dele- gates may be forwarded.

Observes, in reply to No. 68, that there | 123

appears to be little divergence of opinion between the India Office, the Government of India, and the Colonial Office in regard to general principles, and submits observations with regard to the education of Indian children in the Colonies and the facilities afforded to the Indian population of acquiring land.

Transmits copy of No. 69 and suggests that any further legislation for the purpose of carrying out the views of the Government of India should be deferred pending the visit of the officers whom that Government is deputing to visit the Colonies.

Transmits copy of No. 69; expresses opinion that steps should be taken to comply with the request of the Gor- ernment of India that nominal rolls showing the distribution of labourers should be sent to the Protector of Immigrants in India.

States that the local Governinents in India are being consulted on the question of the insertion in labour emigration contracts of a statement of penal liabilities and that in the meantime no action will be taken.

pondence received from the Govern- inent of India regarding the inclusion in the terms of service, and in the agreement, of the penal liabilities of Indian indentured labourers, and states that the delegates have been requested to report on the subject after consultation with the Colonial Governments. Conveys instructions for his guidance 146

in concerting with Mr. Marsden plans for carrying out the amalgamation of the Agencies.

States, in reply to No. 76, that the con- siderations referred to therein were known when No. 65 was written and that he should have followed the instructions and submitted observa- tions on the points raised; desires that action for the amalgamation of the Agencies should be taken with as little delay 29 possible, and emphasises the necessity for restrict- ing any capital expenditure necessary to effect it.

November 22 Explains, in reply to No. 82, the variations in the recruiting rates for Fiji, Trinidad and Jamaica, and ex- presses the opinion that, if Jamaica is prepared to accept her coolies at any time they can be sent, a pooling of recruiting expenses would be correct.
