McNeill and Chimman Lal to visit the West Indian Colonies and Fiji to enquire into the conditions of life of the Indian immi- grants and enclosing a memorandum of instructions to them; asks that every facility may be given.
Encloses a report and a letter from Mr. Conran, Government Emigration Agent for Fiji at Madras, and a minute thereon by the Agent-General Immigration, on the question of ac- quiring a new depot at Madras; considers that the terms on which the Fiji depôt is at present rented are not satisfactory, but that it appears de- sirable to defer the question of ac- quiring a new depot until matters have been placed on a more stable footing, and suggests that Mr. Conran be authorised to report whether an offer of a lease of the present depót on the existing terms for five years can be obtained. Transmite a copy of No. 81; trusts that every facility will be afforded the delegates for carrying out the objects of their mission and requests that any recommendations made by them may receive careful consideration and that un account of the visit and any im- pressions communicated by the dele- gates may be forwarded.

appears to be little divergence of opinion between the India Office, the Government of India, and the Colonial Office in regard to general principles, and submits observations with regard to the education of Indian children in the Colonies and the facilities afforded to the Indian population of acquiring land.
Transmits copy of No. 69 and suggests that any further legislation for the purpose of carrying out the views of the Government of India should be deferred pending the visit of the officers whom that Government is deputing to visit the Colonies.
Transmits copy of No. 69; expresses opinion that steps should be taken to comply with the request of the Gor- ernment of India that nominal rolls showing the distribution of labourers should be sent to the Protector of Immigrants in India.
States that the local Governinents in India are being consulted on the question of the insertion in labour emigration contracts of a statement of penal liabilities and that in the meantime no action will be taken.
