Considers, with reference to No. 103, that it is absolutely necessary that the whole matter should be discussed with Mr. Marsden and states that, while some modifications may be accepted,

a full consideration and joint report must be insisted upon.

Transmits an extract from No. 107 deal- 163

ing with the question of recruiting labour in India for Surinam by the Dutch Agency; enquires whether the Foreign Office have communicated further as to the proposal that this recruiting should be effected by means of the Colonial Emigration Agencies, and, if not, whether any action can be taken to expedite consideration of the matter.

Acknowledges the receipt of Nos. 103 and 107 and confirms Nos. 108 and 109; comments on his view that the headquarters of the Emigration Agent who does not reside at Calcutta should be at Madras rather than at the up- country depôt, and informs him that it is not proposed to consider the question of introducing uniform con- ditions of service in the West Indies, at any rate until the visiting Com- missioners have reported.

Transmits a copy of correspondence with the Foreign Office on the proposal to effect recruiting for Surinam by means of the British Colonial Emi- gration Agencies, and states that enquiries are being made of the Foreign Office as to how the question standa.

Transmite a copy of a letter from the Foreign Office stating that no reply has yet been received from the Netherlands Government respecting the proposed amalgamation of the Surinam and British Colonial Agencies at Calcutta, but that His Majesty's Minister has been instructed to renew his request for a reply.

Transmite, in reply to No. 95, a copy of a minute by the Agent-General of Immigration respecting Mr. Marsden's proposals; invites special attention to the comments in regard to the amal- gamation of the Madras Agency, and states that he shares the opinion that the recruiting of labourers for Fiji should not be restricted to the Southern Provinces of India,

Submits a joint report on measures to give effect to the amalgamation of the Agencies in Calcutta and Madras with memoranda and statistica respecting the main points of difference between them.

Reports upon the various sites or houses available at Fyzabad for an emigration depôt.

Forwards copies of various papers, from which it will be seen that the question of the general adoption of thymol or beta-naphthol treatment for ankylo- stome infection on coolieships has been revived by the Governments of British Guiana and Jamaica, and requests that these papers may be laid before the Sur- geons Superintendent at their meeting, with a request for a report.
