Transmita copy of an Ordinance to amend the Wild Animals, Birds and Fish Preservation Ordinance, 1901, em. powering the Government to make rules prescribing the weight under which elephants' tusks may not be dealt in, and explains reason for passing it.

Submita proposals for the appointment of a Commission of enquiry into the relation of the African fauna to the maintenance and spread of human trypanosomiasis.

Agrees, in reply to No. 31, in principle to the appointment of the proposed Commission; but expenditure must not be incurred pending consideration of promised estimate, and cost for current year must be met from Nyasa- land funds without exceeding gross authorized expenditure.

Forwards despatch from the Soudan Government, in reply to No. 25, and asks whether Mr. Harcourt still de- sires that the German, Italian, and Belgian Governments should be ap proached as to their willingness to co-operate with His Majesty's Gov- ernment in raising the limit for tusks, and, if so, suggests that the French Government be approached at the Bame time.

Sanctions the Ordinance enclosed in No. 30, but enquires whether there is any risk of the ivory being exported through French territory, and whether it is possible to arrange with the local French authorities to proceed pari passu in the matter.

States, in reply to No. 33, that Mr. Har- court still desires that the German, Italian, and Belgian Governments should be approached in the matter; and concurs in the suggestion to approach the French Government at the game time.

Asks that an opportunity may be given to the Society to explain why they desire that the minimum weight of elephant tusks allowed to he dealt in in Uganda should be raised to 30lbs. a piece, and that the necessary order may then be made in Uganda.

Transmits copy of a letter from Mr. Rhys Williams, urging the importance of having a consistent standard weight throughout British possessions in Africa below which ivory may not be traded in.

States that no useful purpose would be served by a further conference at the present time, and that the Foreign Office is being asked to ascertain whether the German, Italian, Belgian, and Soudanese Governments are willing to raise the limit for elephant tusks to 25 lbs. or 30 lbs. in their territories in Africa and in the Soudan.

Transmits copies of NoB. 22 and 24, and asks that steps may be taken to ascertain whether the German, Italian, Soudanese, and Belgian Governments are willing to raise the limit for tasks to 25 lbs. or 30 lbs.

Asks for his observations on the proposal of the Society for the Preservation of the Wild Fauna of the Empire that licences to shoot the Congolian zebra and the hartebeeste within the South- ern Game Reserve should be issued for a special fee, the hunters being allowed to retain the carcasses, and the Government taking the hides and horns.

Forwards despatch to His Majesty's Consul-General at Cairo, transmitting copy of No. 25 and requests that steps may be taken by the Sondanese Government to carry out the wishes of the Colonial Office.

Draws attention to the suggestion for a commission of enquiry into the rela- tion of African fauna to trypanoso- miasis, for which Treasury will be asked to provide the money; enquires whether the Royal Society would be prepared to undertake the direction of the work of a commission; asks for their views as to its composition and cost.

Expresses opinion, in reply to No. 28, that such a commission should be appointed and the Committee will recommend that it should be con. ducted by the Royal Society; submite observations as to its composition and the nature of its work.
