Encloses a report by the Game Warden on the damage done by game coming out of the Southern Game Reserve; suggests the erection of a game-proof fence, the cost of which should be largely borne by the Society for the Preservation of the Wild Fauna of the Empire and kindred societies. Acknowledgea receipt of No. 34; reporta quantity of ivory exported during 1906-10; thinks the fixing of a minimum limit will not affect the ivory trade of that part of West Africa; Buggests that the British Consul- General at Dakar might be better able to arrange action with the local French authorities.
Forwards copy of a despatch to His Majesty's representatives at Berlin, Rome, Paria, and Brussels on the subject of the desired co-operation of the Governments to which they are accredited in raising the minimum weight of elephant tuske exported from Africa.

November 24 Forwards despatch from Lisbon, report- ing that the Portuguese Government have no objection to concluding the suggested agreement preventing the traffic in elephants' tusks which weigh less than 20 lb., provided that the Governments of Germany, France, Italy, and Belgium are prepared to do likewise.

Informs him, in reply to No. 51, that the Secretary of State cannot, in view of the suspicion attached to certain species of game, approve the proposal for a temporary game reserve, unless he is convinced that such measures are essential to the success of the enquiry; aske for full report by tele- graph, and how long the reserve would have to be maintained, and whether Sir D. Bruce supports the proposal.
Transmits copy of a letter from Berlin stating that Germany is prepared to ratify the Game Convention of 19th May 1900, and to support endeavours to raise the limit of weight at which tusks may be traded in or exported from Africa.

Observes that the Secretary of State is grateful for the advance on the part of Germany indicated in No. 53, and only desires to await the result of scientific investigation as to the rela- tion between game and sleeping sick- ness, which may necessitate amend- ment of the schedule of the conven- tion.
States that, as the natives have shown but little enthusiasm with regard to the free shooting concessions granted in the Ngara sub-district, he has had under consideration the question of terminating those concessions, but has decided to continue them until the 31st Dec. 1912.
