I HAVE the honour to acknowledge the receipt of your Lordship's despatch, No. 14, of the 18th of January, and to express my regret that the necessary instructions were not given to the Crown Agents in 1904 for the payment, on behalf of this Government, of the yearly contribution of Rs. 1,500 towards the Malarial Fever Commission and Tropical Medicine Fund in respect of the years

1905-1908.

2. As the five years for which the contribution was payable have now expired, I do not propose to make provision on this account in the Estimates for 1909-10, as I understand that no further payments will be required.

SIR,

Treasury Chambers, 21 April, 1909. I HAVE laid before the Lords Commissioners of His Majesty's Treasury Mr. Antrobus's letter of the 11th ultimo (3727/1909),† respecting the continuance for a further period of five years from the 1st April next of the annual contribution of £1,000 at present made from Imperial Funds to the Tropical Diseases Research Fund.

In reply, my Lords desire to remind the Earl of Crewe that when His Majesty's Government's contribution was raised in 1907 from £500 to £1,000 per annum, it was so increased on the express understanding that the various Colonies who also contributed to the Fund should ultimately be pressed to increase their contributions; and some hopes were even held out that the annual amount collected from these sources might be doubled. An immediate increase in the Colonial contributions was not pressed for only because my Lords were assured that the special expenditure incurred by several of the Colonies, and the unimportant character of the results obtained to that date from the enquiries, rendered an appeal at the time inexpedient.

My Lords observe, however, that the circular letter of 11th Marcht invites the various Colonies and Protectorates to continue their contributions at their existing figure. My Lords see no reason why the increase temporarily made in the contribu- tion from the Exchequer should be maintained, if no corresponding increase is to be made in the contributions of the Colonies, who directly benefit by the results of the enquiries. They consider, too, that the large sums which are spent by the various Exchequer-aided Protectorates upon investigating or combating tropical diseases, and which fall indirectly upon the taxpayers of this country, constitute an additional reason for inviting assistance from the Colonies bearing a higher proportion to the grants made from Imperial Funds.

In conclusion, my Lords would be glad to be informed whether the Government of India has been approached with a view to an increase in the contribution from this source.
