Acknowledges the receipt of No. 102; admits that the criticisms of the Director of Military Operations are deserved, and requests that no action be taken on Mr. Cotton's report till it has been submitted to the Colonial Government; the Acting Director of Surveys has been instructed to follow strictly the suggestions of the Director of Military Operations.
Reports, in reply to No. 95, failure to secure the services of Mr. Esuman Gwira, and that efforts to obtain a competent native instructor are being made; suggests the seconding of an Ordnance Survey officer for five years.

Forwards two sheets of the new map of the Western Province, which, with the three sheets already despatched. comprise the survey work for 1907, and submits remarks.
Informs him that his letter of Decem- ber 5 (enclosed in No. 105) is im- proper in tone; that his work is unsatisfactory, and that he must give an undertaking to be guided by the instructions transmitted and to pro- daco a complete topographical map of 7,000 square miles within a year of his return to the Colony.
Acknowledges the receipt of No. 115, and states that he is prepared to carry out the work according to the terms laid down; disclaims any intention of being discourteous in his official correspondence.
Transmits the Annual Report on the
Survey Department.
Reports temporary engagement of Mr. Barnes, formerly of the Gold Coast, as Native Instructor to the Survey School, at £200 per annum; gathers that Mr. Barnes's case has been under the consideration of the Colo- nial Office, and asks if there is any reason against his employment.
Accepts amended proposals in No. 113, and sanctions the proposed rapid survey by a party of Royal Engineers, on the understanding that the cadas tral staff is to be reduced.

Asks that Major Close's report be forwarded to the Colonial Office; the report of the observes that Colonial Survey Committee reflects seriously on his reputation, and that he accepts full responsibility for the manner in which the surveys have been executed.
Reviews, in reply to No. 92, the whole question of survey, which appears to call for reconsideration with a view to determining whether some much less costly method of procedure can be devised; requests further information regarding the Topographical Survey. Observes that he has misunderstood the functions of the Colonial Survey Committee; that, in the absence of specific instructions, he has deavoured to execute the survey work in what he considered to be the most suitable manner, but that, in future, he will endeavour to carry
out the views of the Committee.
