Acknowledges receipt of No. 88 and states that the Memorandum enclosed was duly forwarded to His Majesty's Minister at Brussels; forwards copy of a despatch from Sir A. Hardinge reporting a discussion with M. de Cuvelier on the suggestions put for ward, and proposes to give assurances asked for that the proposed measure- ment should not retard the work of the Boundary Commission and that the position of the 30th meridian as fixed by the Boundary Commission shall not be affected.

Transmits copies of Nos. 38, 65, 83, and 90, and submits proposals for the early completion of the topographical work.

Transmits copies of Nos. 72, 83, and 92; directs that the recommendations of the Inspecting Officer in connection with trigonometrical and cadastral work should be carried out, and con- curs in the view of Major Hills as to the importance of granting certifi cates of title in the case of surveyed

estates.

Notifies him of the decision to confine Southern the proposed school to Nigeria under the control of the Director of Surveys at Lagos; states that the services of surveyors trained at the school will be at the disposal of the other West African Govern- ments on suitable conditions, and that Mr. Esuman Gwira, if he can be spared from the Gold Coast Survey Department, will be appointed native instructor to the school.

Notifies decision to establish a school for Southern Nigeria only, and re- quests him to take the necessary steps.
