Suggests, with reference to No. 32, that the accounts of the Note Issue should be kept separate and the profits, if any, transferred to revenue and be- come chargeable to military contribu- tion: enquires whethe. there is any objection to a restatement on these lines of the revenue of the Colony since 1899.
Explains the course adopted during the years 1899-1901 as regards the method of treating the expenses of the Cur- rency Note Issue in assessing the military contribution, and states that in future the Governor will be asked to present the return of revenue assessable to contribution in the form set out in No. 34.
Transmita copies of Nos. 35 and 36 and requests him so to present in future the return of revenue assessable to military contribution as to indicate that if, in any year, there is a loss on the working of the telephones, rail- ways, note currency, &c., that loss may not be deducted from the general revenue before assessment of the con- tribution.
Forwarde copy of correspondence with the Treasury showing that the latter concur in the proposal that in cases where a Colony has included railway or telephone expenditure of a capital nature in its ordinary expenditure a deduction of 4 per cent. of such capital expenditure may be made for 50 years from the gross receipts of such undertakings before computing the military contribution.
Explains the arrangement approved by the Treasury in No. 38, directs the introduction of legislation to give effect to this decision, and adds that in doubtful cases reference should be made to the Secretary of State; asks for an estimate of the military con- tribution for the current year revised accordingly.
Refers to No. 27 and regrets that there appears no sufficient reason for re- opening the general question of the basis upon which the military con- tribution is calculated; explains the arrangement regarding a deduction from revenue assessable to contribn- tion in respect of capital expenditure on railways, &c., met from revenue; directs him to introduce legislation to give effect to this decision and to furnish a revised estimate of the con- tribution for 1904.
States reasons for declining to reopen the question of the proportions of the revenge to be devoted to the military contribution.

Expresses, in reply to No. 38, the appreciation of Secretary of State at the readiness with which the Army Council accepted his proposal; and states that the Governors have been instructed to introduce legislation to give effect to the decision.
Enquires, with reference to No. 39, whether deduction refers to expendi- ture on railway construction prior to, as well as after, 1898.
Replies to No. 43 in the affirmative
States that an Ordinance will be intro- duced to give effect to the decision announced in No. 39, and forwards revised estimate of the contribution for the current year calculated on the new basis.
States, with reference to No. 45, that it will be impossible under the new arrangement that 4 per cent. should be deducted on capital expenditure which has been met from current revenue if that expenditure has itself been previously deducted from revenue for the purpose of calculating the military contribution of past years; this course would appear to have been followed in the current financial year; and asks for a state- ment showing what sums, if any, have been so deducted since 1897.
Notes instruction in No. 39; forwards revised estimate of military contri- bution for the current year calculated on the basis of a reduction for capital expenditure on railway construction paid out of revenue.
(Rec. Oct. 13.) Reports that Executive Council enquire, with reference to No. 39, what is the reason for difference in percentage in case of railways built out of current
revenue.
Forwards copy of No. 47
States, in reply to No. 48, that rate of 3 per cent.. plus 1 per cent. for sinking fund, has been agreed upon in case of Eastern Colonies generally, 88 roughly representing present market conditions, and that matter cannot be reconsidered.
