Conveys, in reply to No. 16, Treasury and War Office concurrence in the draft proviso; expresses hope that the Secretary of State will see his way to impose on the Colony statutory liability to provide, free of charge, sites for military works.
Admits that the Colony is liable to pro- vide, free of charge, sites for military works, the War Department, on the other hand, being bound to freely surrender any sites no longer required for such purposes, but states that such provision of sites cannot properly be secured by Ordinance and will continue to be dealt with by Executive action.
Instructs him to introduce an Ordi- nance amending the Defence Contri- bution Ordinance, providing for the assessment to contribution of the net receipts only of productive under- takings such as railways, telephones, &c., but directs that this principle must not be extended to any new undertaking without previous refer. ence to the Secretary of State.

Reports that recent arrangements for reletting the Revenue Farms will lead to an increase of revenue of £400,000 upon which a Military contribution of £80,000 will be pay- able; submits that 20 per cent, of the revenue now becomes an inordinate contribution, and urges that maximum contribution be fixed at £150,000 per
annum.
Forwards statement showing the esti- mated amount to be paid by the Colony in 1901 as Military contribu-
tion.
Forwards copy of the enclosure in No. 28; observes that the amount payable by the Colony as shown therein will be considerably more than the total cost of the garrison; asks for estimate of the total cost of garrison during 1904 so that the Colonial Government may be in- formed of the approximate amount they will be required to pay.

Explains, in reply to No. 30,' that the deduction was made because it was considered that the reimbursements should be treated as if they were the result of productive undertakings con- templated under Ordinance 21 of 1899.
Explains why the_reimbursements of the cost of the Currency Note Issue were deducted from the gross revenue assessable to military contribution.
Transmits copy of No. 32, observes that it appears to follow from Ordinance 4 of 1899 that the actual expenses of the Note laue reimbursed from the interest on investments should be deducted, but cannot agree to any further deduction in connexion with the currency charges and directs that the amount of $118,000 should be split up accordingly.
Submits proposal for making a deduc- tion, in computing the net revenue to be assessed to contribution, from rail- ways, telephones, and similar pro- ductive undertakings in respect of interest and suking fund on the ospital expenditure already incurred, or which may be incurred, qut of revenue; suggests deduction at rate of 4 per cent, of the capital expendi- ture for a period of 30 years, und trusts that the Army Council will agree to the proposal and to its exten- sion to the case of the other Eastern Colonies.
