the Officer Commanding Troops, proposing to defer revision of defence scheme pending receipt of definite instructions as to the fortifications at Trincomali and the garrison at Colombo; he has approved proposal.

Transinits copy of a letter addressed to War Office recommending that the garrison at Trincomali be withdrawn.

Transmita, in reply to No. 58, copy of the telegram in question despatched from the Admiralty to the Chief Ordnance Officer at Trincomali.

Points out that no mention is made of fortifications in the Adiniralty telegram enclosed in No. 66.

Forwards copy of a letter to Admiralty from the Rear Admiral on the East Indian Station deprecating dismant- ling of Trincomali; states that he shares this view, and hopes that decision will be reconsidered.

States that the Army Council as at present advised, do not propose to take any action in the matter of dismantling Trincomalt and suggests that a copy of No. 6 be sent to Committee of Imperial Defence.

Refers to No. 68 and states that the matter has already received consider-

ation.

In reply to question by Major Seely the War Office stated that it was proposed to abandon Trincomall for good as soon as the troops could be with- drawn, and the Secretary to the Admiralty stated that the naval station would no longer be used in peace time.

States that the telegraphic instructions referred to in No. 51 were not sent by War Office, but that it is proposed to dismantle the fortifications at Trin- comalee and withdraw the garrison. Replies to No. 51 in the affirmative

States that the telegraphic instructions referred to in No. 52 were not sent by Admiralty orders have been given for the removal of reserves of stores; encloses copy of letter to War Office intimating that it is not considered necessary to maintain any fixed defences or garrison in time of peace. Forwards copy of enclosure in No. 53, and proposes to sanction the Ordinance. Transmita copy of No. 56; asks him with reference to No. 31, to cause enquiries to be made as to the telegram referred to in order that the sender may be ascertained.

States, in reply to No. 46, that the only occasion when capital expenditure on the construction of new railways paid out of general revenue was deducted from railway revenue was in 1902-03, when 64,478 15 rupees was no de- ducted pending instructions as to adjustment of this amount the Bill will not be proceeded with.
