Reasons for Radio Hong Kong continuing under control of Postmaster General are as follows:-
(a)
While Radio Hong Kong is considered sufficiently important to have as its head a Senior officer with experience of local conditions, the amount of work involved would not justify full time employment of a Senior Administrative Officer. Therefore economical to group Radio Hong Kong with another department having such an officer in charge.

Self contained radio department cannot be set up unless it has individual authority over its own technical equipment and staff. In Hong Kong, from the view point of both efficiency and economy, it is impossible to separate broadcast engineering from other aspects of
telecommunications. Radio Hong Kong has two sections; a programme section under the Postmaster General and an engineering section under the control of Cable and Wireless, who are responsible for technical operation and
maintenance.
Postmaster General (formerly administrative head of telecommunications) is now Liaison Officer between the Government and Cable and Wireless and therefore well placed to deal with any lasues arising between the programme and engineering sides of broadcasting.
