de have already informed all the other Commonwealth
Governments in telegrams H.No.207 and H.No.211 of the
decisions taken by the United Kingdom Government about the
reinforcement of the Hong Kong garrison.
I now enclose two copies of reports by the United
Kingdom Chiefs of Staff (a) on the threat to Hong Kong
and (b) on the defence of Hong Kong respectively, together
with two copies of a note by the war office on the anti-
aircraft defence of the Colony.
The United kingdom High Commissioners in Canada,
Australia, New Zealand and South Africa are being asked to
hand one copy of each of these documents to the
appropriate Minister or Chief of Staff, so that the
Governments of those countries may have a full picture of
the background against which the decisions already reported
were taken. It is not proposed, however, at this stage
that these documents, should be communicated to the
Governments of India, Fakistan or Ceylon; for the present therefore they are for your own personal information.
In handing over these cocuments to the Governments of Canada, Australia, New Zealand and South Africa the High Comissioners concerned are being asked to mention also the following considerations, which were before Ministers
here.
